קָהֵל qahal (H6951) means “to gather” and is equivalent to the Greek word ἐκκλησία ekklēsia (G1577) which is the entire a gathering of a people (or nation) called into some public place (cf. Exodus 19:17; Deuteronomy 4:10; Acts 7:38). קָהֵל qahal and ἐκκλησία ekklēsia should not be confused with עֵדָה edah (H5712) which is a fixed congregation or collection of people for a common witness of an event.
