Though usually translated in the singular form “Elohim,” the phrase here is וְהָאֱלֹהִים we’ha’elohim which literally means “and the gods,” which likely refers to the angels (cf. Genesis 22:1, Exodus 19:19, Exodus 21:13; 1 Chronicles 28:3; 2 Chronicles 13:15; Ecclesiastes 3:14-15; Psalms 82:1-8).
